PURPOSE OF THE PROGRAM

To increase the level of participation of certified MBE/WBE/OBE and DBE firms in the City of Los Angeles's contract activities.
 
 

WHAT ARE MBE/WBE/OBE and DBEs?

They are business that are at least 51% owned by one or more individuals who are minorities, women, or socially and economically disadvantaged and whose management and daily operations are controlled by one or more of these owners.
 
 

WHAT WE DO

The MBE/WBE/OBE and DBE Certification section of the Office of Contract Compliance conducts outreach meetings to disseminate information on this program and it processes applications and certifies qualified applicants. Business seeking MBE/WBE/DBE status must submit an application and supporting documentation. Applications are reviewed and an on-site visit is conducted prior to determining a firm's MBE/WBE/OBE and DBE eligibility in accordance with the U.S. Department of Transportation's Title 49 Code of Federal Regulations, Part 23 (49 CFR 23) and the Small Business Administration's Title 13, Part 121 (13 CFR 121). This process takes about 45 days. Firms have the right to appeal.
